Police Week: Kiira Police Joins Civilians in Village Cleanup Exercise

Police in Kiira region has embarked on vigorous community sensitization and liaison in order to draw the masses closer to the services and cooperation with the police force.

The police in Kakira, headed by DPC Brians Ampaire descended on the villages of Namaganda, Itengeza and Busede village in Busede Sub County for a cleaning exercise in trading centres and community places like health centres and schools, which was followed by a community sensitization meeting.

The meeting emphasized the need to have school going children in schools other than having them go cut sugarcane and engage in pet activities like selling pancakes.

Ampaire emphasized the importance of co-existence between the communities surrounding Kakira Sugar Factory, for they both need each other.

“I know that Kakira needs and employs many people here in the factory but they should also be considerate about the quality of the people they employ in the modern society. We applaud them for the social amenities but you must use them or else they keep exploiting you for peanuts” he said.

He also warned ‘bad hearted’ people against burning Kakira sugar plantations saying if there is any grievance with Kakira sugar works, they should seek for a harmonious way of solving it other than turning to sugar plantations.

Later in the day there was a football match that was organized between the Police and the Residents of Busede. The game ended 1:1.

The football game motivated the communities and residents who pledged to keep joining the police wherever they will be going to have community service because the gesture portrays police as pro -people and concerned about people’s plight.

Emma Kisige, a resident of Nabitambala village in Busede said such activities will help cleanse the image of police before the public.

“People have been hiding on seeing police officers especially in big numbers storming our trading centre but when they come in such a friendly manner and provide a service to us, we get to feel and believe they are normal and easy people to live with,” he said urging police to heighten night patrols due to increasing cases of robbery in the sugarcanes.

The police spokesperson for Kiira region, Samson Lubega says police will traverse the whole region in pursuit of identifying with communities and their security related challenges.


U.S. Orders Citizens to Leave DRC over Fears of Civil War

United States has directed families of its government officials operating in the Democratic Republic of Congo to leave the country amid political violence that has left scores dead and threatened to plunge the vast state into another civil war.

37 protesters were killed recently as opposition supporters protested plans to extend the general elections to July 2017.

The Electoral Commission says it needs more time to clean up the register.

President Joseph Kabila’s last term in office expires on December 19, 2016 but opposition suspects he intends to cling to power.

With tension rising in the mineral-rich country, the U.S. Department of State on Friday warned its citizens of “continued instability” in DRC.

“The potential for civil unrest is high in parts of Kinshasa and other major cities.  As a result of the deteriorating security situation, family members of U.S. government personnel have been ordered to leave the country beginning September 29,” the U.S. State Department said in a statement seen by ChimpReports.

“Most official U.S. government travel to the DRC has been halted.  The U.S. Embassy is able to provide limited emergency services to U.S. citizens in the DRC,” it added.

U.S. officials said very poor transportation infrastructure throughout the country and poor security conditions make it difficult for the Embassy to provide consular services anywhere outside of Kinshasa.

The development comes just days after U.S. slapped sanctions on two senior army officers in DRC for violently suppressing dissent and undermining democratic institutions in the country.

Kabila has ruled DRC since the assassination of his father Laurent Kabila in 2001.

His election victories have been marred by allegations of rigging and intimidating opponents.

Parliament Finally Corners Media Managers

The Parliament’s Rules and Privileges Committee has implemented the resolution made during the emotive session in mid-December requiring editors of media houses to be interrogated for contempt of the institution.

Sources in the Committee told ChimpReports that the letters summoning editors from media houses that have been marked for publishing “wrong” and “negative” stories about the legislature were concluded on Thursday morning.

“We expect to interface with the editors of selected media houses next week. They have got their letters already,” a source told us.

On September 15th, a majority angry house chaired by the Speaker Rebecca Kadaga spent two hours discussing the conduct of media whom they accused of always going after the stories that portray the national assembly in bad image.

Kadaga decided and directed the Rules and Privileges Committee under the stewardship of Ongalo Obote from Kalaki County, to identify and summon the editors of media houses.

The penalties were however not prescribed in the event that the media house is found “guilty”.

The Committee has even moved on the association of media owners and one letter has been sent to the National Association of Broadcasters.

The media houses affected are all the three dailies; The Daily Monitor, The New Vision, The Red Pepper and the tri weekly’s The Observer. The Uganda Radio Network is also not spared.

ChimpReports understands Parliament wanted even to sue the Uganda Radio Network over a story they wrote saying the national assembly sent 98 MPs to the Uganda North America Association Convention held in Boston.

Parliament insisted only few MPs were sent using the institution’s budget and others footed their own bills.

Kampala Minister Beti Kamya has boasted she is the long awaited messiah to solve the problems affecting Uganda’s capital Kampala and its dwellers.

Addressing a news conference at the Uganda Media Centre on Friday, Kamya said she has received a number of calls and complaints from various stakeholders including traders, vendors, taxi drivers, boda boda riders and everyone concerned with the wellbeing of the city stressing it is high time she heeds to their calls and complaints.

“Most of the things and people have been around but there is something new about Kampala and that is the new minister for the city,”Kamya said.

“It is now time of less bickering, less politics but more action different from what has been here a few years ago.”

According to Kamya, in the past, the wrangles and bickering between the political and technical wings of Kampala Capital City Authority have undermined development and brought confusion in the city.

She said the order of the day in the past years was disagreements between the leaders of the city and in many cases this made city duelers abdicate their roles including payment of taxes and other dues.

Kamya however says she has championed a campaign that advocates for cohesion among leaders of the city  in a bid to see the city develop at a terrific speed.

“The campaign is that we can disagree on politics and politic as much as we can but we must agree on development and order of the city.”

She said that according to reports from KCCA, revenue collection has been reducing in the previous successive months because most traders no longer raise the money to pay authority revenue adding that this is partly because of the mess in the city.

On markets, Kamya said she had received over 30 petitions at her desk in relation to wrangles and other problems affecting traders in various markets in the city. This, she noted will soon be solved because she has started on the healing process for Kampala markets.

“I have put in place a commission of inquiry into all the mess and wrangles in the markets and will come up with a policy to handle markets in Kampala. We might not solve it in one day but I am sure we will have positive results,” Kamya noted.

On street vendors, the Minister said she is working with KCCA and various stakeholders to see how to relocate them in a better way other than how they were handled previously by the authority.

She said the presence of street vendors partly contributes to reduced revenue by KCCA and the counterfeit goods on the market.

Kamya said there is need to handle them well and also support them.

Besigye to Police: You Can’t Keep Me at Home Forever

Forum for Democratic Change and opposition strongman Dr. Kizza Besigye has scoffed at police for vowing to keep him at bay because of security reasons.

Addressing a news conference at his home in Kasangati on Thursday, Besigye said it was illegal for police to keep denying him the right to movement and detain him at his own home .

The furious Besigye said  there is no way his home can become a prison for police to keep detaining him adding that he will continue challenging court to see the law and enforcement officers vacate his Kasangati home.

“You can’t make my home a place of detention and keep doing it with impunity. If you say I have committed a crime, arrest me and then I am produced in courts of law,” Besigye told journalists.

“They should do like they did after elections when they pounced on me up to Karamoja but in violation of my rights. Why detain someone who was a candidate in the presidential election and stop him from proceeding to court?”

He said he can no longer receive visitors stressing that the entire village has been put on tenterhooks by police who have always deployed heavily in a bid to stop him from moving out.

The opposition strongman said that he has always been a law abiding citizen who even before travelling abroad sought the consent of legal institutions before he could continue with is trip though he was not mandated to do so.

Besigye however said no one can stop him from leaving his home at his own will stressing that he can at any time go about his business.

“This is a private property they are violating. I will not allow to be confined in my home. Not even the police will ever stop me from leaving whenever I wish,” he vowed.

Police spokesperson Andrew Felix Kaweesi said as a precautionary measure, they will always keep Besigye at his home as well as keep monitoring him so as to avoid causing chaos in the city.

“Whenever we get information of planned unrest we act. We’re also are using a containment approach which is keeping close watch on all his movements and activities,” he said.”

Following, the February 18 elections, police detained Besigye at his Kasangati home for fear of causing ‘violence’ in the city but were astonished on seeing him in the city centre before arresting and detaining him in Moroto.

NGO Act Faces More Opposition

Stakeholders in yesterday sternly opposed the Non-Governmental Organization Act citing the tough regulations it imposes on civil society.

Following the recent amendments in the NGO Act, the Ministry of Internal Affairs has been moving around the country to consult with the NGO operators about the provisions of the Act that was operationalized on 14th March 2016.

The NGO stakeholders together with district leaders in Ankole region rejected the act yesterday during the regional consultative workshop held at Oxford Inn Mbarara.

They complained about the heavy penalties imposed by the law, yet most of NGOs’ work is nonprofit and supplementing government programs.

The penalties a laid out for instance for NGOs that are not registered.

The LC 5 Chairman Sheema district David Kabigumira suggested that some of the penalties provided for should be imposed on government instead since it has failed to perform its duties.

“It’s unfair and unjust to paralyze and demoralize such NGOs. Areas like Sheema constituency are being run almost entirely by NGOs. What will happen when you scare all of them away?” he said.

The RDC Isingiro Herbert Muhangi added his voice, put the blame on MPs who “just sit and amend laws in parliament without visiting their constituents to hear people’s views.”

He warned that the such laws they make, will come back to haunt some of them when they leave parliament and start working in civil society.

At the event, the chairman National NGO Bureau Ambassador Gabriel W. Kangwagye said that the law was not vigorously consulted on before amendment.

He said now that this information has come out, he will take their concerns and asked the Ministry to consider more changes in the law.

Police Warn as FDC Prepares for Independence Day Showdown

Police’s warning it will not tolerate any parallel political assemblies on Independence Day (Oct.9) and opposition FDC’s refusal to comply with the law enforcement body’s orders have set the stage for a possible confrontation this weekend.

FDC strongman Dr Kizza Besigye this week said the party would hold a series of functions as part of their defiance campaign against the sitting government.

“The lesson we take is that if people choose to withdraw their support, their cooperation from the regime, the regime falls. It cannot survive,” said Besigye on Monday in his first media address upon returning from Europe.

“That is exactly what we shall continue doing- to mobilize our people to withdraw their cooperation from these imposters. We shall tell our people to stand firm and see that no dictator will ever again emerge to lead Uganda,” he added.

It is understood FDC recently wrote to Police communicating its intention to conduct a number of assemblies and processions during the Independence week starting October 7.

The Police Force responded: “The Independence Day is a National Public Holiday under the provisions of the Public Holiday’s Act Cap 255, from which the government schedules National Public Celebrations.  This year’s celebrations will be in Luuka district.”

According to Police spokesperson Andrew Kaweesi, FDC was further informed that the law enforcement body together with other security agencies was now focused on the security for the success of the national celebrations.

“Holding assemblies and celebrations parallel to the national celebrations seem to have an unclear motive that would undermine the security and success of the national celebrations,” he observed.

Strategy

ChimpReports understands that Besigye’s defiant stance has since compelled security chiefs to draw a masterplan that will see him contained in Kasangati till the end of the Independence Day celebrations.

Sources in security said majority of opposition leaders will not be allowed out of their residences starting tonight.

“No one will cause instability during this week,” said a senior security official, adding, “Whoever tries to do so will taste our wrath.”

Kaweesi on Thursday revealed that the FDC party has been “advised therefore to attend the national celebrations and desist from conducting parallel ceremonies,” emphasizing, “The general public is therefore advised to avoid any parallel celebrations that are conducted outside the national celebrations.”

Previous clashes between police and Besigye’s supporters have left many injured and property worth millions of shillings destroyed.

New Book To Help Judicial Officers Serve Women Better

The United Nations Women (UNWOMEN) are slated tomorrow to commission the The Gender Bench Book at Protea Hotel in Kampala.

The book is aimed according to officials, at enhancing gender responsiveness of the judicial officers and help to ensure that judgments in Uganda are increasingly gender sensitive.

Chief Justice of Uganda Bart Katureebe is expected at the launch as the chief guest.

The half day event which was organized by the United Nations Women in collaboration with the Justice Law and Order Sector will bring together delegates from all over the world who have wide knowledge about the subject of Gender.

While addressing the media on Thursday at the Uganda Media Center, Justice of the High Court David Batema Ndikubona said, “The book is not based on gender based simply on sexuality violence; it covers all topics.

The broadly addresses concepts of gender, human rights, women’s rights, equality, and discrimination, access to justice, judicial conduct and affirmative action, the existing legal frame work on women’s access to justice, courts of law in Uganda,their constitutional mandate,jurisdiction structure and composition.

The book is also hoped to assist judicial officers in addressing procedural issues that impede women’s access to justice.


Middle East Consultants Send 75 to Work in UAE

A total of 75 youths have Thursday left the Entebbe International Airport to work as unarmed security guards and cleaners in the United Arab Emirates (UAE).

The group, whose jobs were reserved by Middle East Consultants Limited (MEC) left Entebbe at exactly 12:00 noon in two groups aboard Ethiopian Airways and Kenya Airways, headed to the UAE cities of Dubai and Abu Dhabi.

Some of the youths were escorted by their parents who bid farewell to them at a sendoff briefing held at MEC offices in Muyenga on Thursday morning.

According to Wyclif Munanura, the Operations Manager at Middle East Consultants, the company has taken over 200 youths to work in Qatar, UAE and Bahrain in a span of one month.

Munanura says MEC continues to receive vast amounts of applications from different individuals in the country although the company has a tight screening exercise that singles out the most eligible ones.

In his address, Godfrey Kyalimpa, the MEC recruitment and vetting officer advised the youths to concentrate on what took them when they reach so that they can return home with something to show as well as portray a good image about Uganda.

“Don’t go there and forget what has taken you. Right now, all of you are willing to work but when you reach, the conditions are going to change and you may become boastful, ignore your jobs to spend the little money you will have earned,” he noted.

“Remember where you have come from and what has taken you. There are many people looking for jobs here so if you are disciplined, it will create more opportunities for them to be employed.”

Scores Lose Jobs as Kabale University Restructures

The recent validation exercise conducted at Kabale University has seen scores of workers dropped and others demoted; such as University Secretary and the Director of finance.

Kennedy Rwaboona, university secretary has been demoted to the Deputy Dean of Students and replaced with Naris Tibenderana, while William Kururagire the Director of Finance to an assistant lecturer and replaced with Robert Kabagambe.

Another official Ndikundizana was dropped and compelled to resign as he has another job at Kashaki secondary school where he is a teacher.

Meanwhile there were complaints that some of the staffers hat were retained have not been given contracts or appointment letters.

Prof. Ezra Mishambi Twesigomwe, the Kabale University deputy vice chancellor in charge of academic affairs while speaking to our reporter on Thursday confirmed that many lecturers and support staff members have either been demoted or dropped after the restructuring exercise that followed the acquisition of the university by government.

In the ongoing restructuring, the VC clarified that most of the fired lecturers are those whose courses were scrapped and those that were not qualified.

Kabale University was established as a not-for-profit community institution in 2002 by stakeholders in the Kigezi sub-region with 42 students.

In 2005 the   Uganda National Council for Higher Education accredited it as an institution of higher learning In January 2015, after lobbying from stakeholders the government of Uganda to take it over in June 2015, the government formally took over the university this year.

Presently, Kabale students come from all parts of Uganda, Kenya, Tanzania, Rwanda, Burundi, DRC Congo, and Sudan.

3 Dozen KCCA Hired Workers Are Doing Nothing – Parliament Told

The Parliamentary Committee on Human Rights has Thursday charged Kampala Capital City Authority to quickly put to service a total of 35 recruited workers who have never been to work despite receiving appointment letters.

The controversial issue was raised by the Committee Chairperson, Jovah Kamateka while meeting officials from KCCA; who noted that the matter came to her notice last night from a senior NRM carder.

“Someone was saying that 35 people went through the recruitment process by Public Service and were given appointment letters by KCCA to work but three years down the road, they have not been able to take up their appointment,” noted the Committee Chairperson.

KCCA officials admitted that the recruitment was done but by that time, they thought they would get money, only to be told by the Treasury that the funds were not available.

“This is very rare, I worked in the Civil Service and left as an undersecretary Finance and Administration for more than 10 years; I had not seen a case where you recruit and then tell people sorry there is no money,” Kamateka said.

“This comes to me as a very serious issue; you cannot raise peoples’ hopes, give them appointment letters and then tell them sorry. This is a serious case and we appeal to government to take on these people and if not to give them a token compensation.”

In her response, the junior minister for Kampala, Benny Namugwanya who led the KCCA team noted, “We are still pursuing it because it has a lot of legal issues and financial implications; we are handling it with the Ministry of Finance and the Office of the Attorney General. We are also pursuing it with the Prime Minister because we can’t deploy those people without money to pay them.”

Parliament Throws Out Nambooze’s Anti-alcohol Bill

Parliament has on Thursday advised Mukono Municipality legislator, Betty Nambooze to seek consent from government before being granted leave of the house to present the Alcoholic Drinks Control Bill 2016.

This came up after a heated debate on a motion by the law maker requesting the house to grant her leave so as to present the bill which members foiled after finding out that the move would contravene the Constitution.

Before ruling on the matter, the Deputy Speaker, Jacob Oulanyah who presided over the house inquired from government to find out if the proposed bill has a financial damage to the country’s economy.

“I would like to find out from government if it is true that the bill is either reducing or increasing on expenditure on behalf government; I see that it calls for the National Alcohol Licensing control committee which creates an expense to government,” noted Oulanyah.

“We are not stopping the member but you should seek for the consent of government and then come back and ask to be granted leave and present the bill,’ Oulanyah ruled.

He added that the constitution demands that if there are costs to be incurred, there should be consent of government. “This parliament cannot act in vain by discussing something which we know is against the constitution.

The State Minister of Health, Sarah Opendi advised Nambooze to work hand in hand with her Ministry since government is in preparation to come up with a similar regulation soon.

“When we were debating the alcohol control bill, we informed the country that we were working on the alcohol policy; it’s important for Parliament to always legislate when there is a policy to base the legislation,” Opendi noted.

“We agree that we must regulate the consumption of alcohol in the country, we are just waiting for space on the order of cabinet business and if granted the policy shall be presented and thereafter have the alcohol bill presented to the house,” Opendi noted.

AIRPORT MYSTERY SOLVED: Police Wearing CAA Uniform Arrested Besigye

The arrest of Dr. Kizza Besigye at Entebbe International Airport was conducted by the police officers putting on the uniform of the Civil Aviation Authority (CAA), the public has been told.

Upon return from abroad early this week, Besigye told press that he was grabbed on the steps of the Kenya Airways aircraft by what he called goons donning CAA Uniform.

He said these “literally lifted him into a CAA vehicle, and drove him to the old airport where police vehicles were waiting.”

Yesterday however, police came out to clarify that the officials that arrested Besigye from the aircraft were indeed police officers that work at the airport.

AIGP Felix Kaweesi who is now the force’s Spokesman, made the revelation while appearing on NBS TV’s political talkshow, the Front Line on Thursday evening.

“It wasn’t CAA but our officers wearing the CAA jackets that arrested Dr. Besigye from the steps of the plane and safely took him home,” Kaweesi said.

Kaweesi’s revelation matched Besigye’s earlier statement that it was police officers “abusing” the uniform of another institution.

It however contrasts the CAA’s Tuesday press release that denied the involvement of either its officers or uniform in the arrest of Besigye.

Besigye during the TV show revealed that the officers that arrested him were dressed in reflector jackets branded Civil Aviation Authority.
“The vehicle they took me to was also branded CAA, it had blue number plates UAR 487Y and was orangish in color,” said Besigye.

The police mouthpiece however, clarified that the arrest was done by the police and that no laws were broken.

“The airports operate in a way that whoever works there, you must put on a brand of CAA. All Personal especially at the gate side must put on reflector jackets for identification by the pilots. It is also a requirement that our vehicles have the markings of CAA.”

He added, “Even on the aircraft we deploy air martials. We can arrest on the plane or even travel with a suspect. There was no law flaunted. We don’t need CAA permission to do our work at the airport.

Deleted Pensioners Sue Ntungamo District

A group of pensioners have dragged Ntungamo district to court after they were deleted from the payroll.

The pensioners led by Johnson Nkirirehi are accusing the office of the Chief Administrative Officer Ntungamo of deleting them from the pay roll for the last 10 months in addition to tossing them up and down whenever they contact him.

Through their lawyers of Ngaruye Ruhindi, Spencer and Company Advocates, the pensioners took to Mbarara High Court seeking redress.

The High court this week summoned Ntungamo district local government in a letter dated 22/9/2016.

In the letter Ntungamo District was given 15 days with in which to file their defense.

Johnson Nkirirehi   who is representing the pensioners in the suit told our reporter that the district has made them suffer having diligently served in the civil service.

Arguably man of the match. Onyango has continued to prove he is the best goalkeeper on the continent. He saved four shots that Ghana had on target including Daniel Armartey’s header in the 65th minute.

Created the first chance of the game in the fifth minute but his cross was tamed by Razak Brahima. He kept his position until he was withdrawn in the 61st minute.

Joseph Ochaya (6)
Ochaya did not offer enough support to the attackers as he is known to do but he played his primary role of defending effectively

Jjuko Murushid (7)

He kept Asamoah Gyan at bay and did give him space to have a chance at Onyango’s goal. Even when he was booked he remained calm and composed.

Govt to Cancel 350 Land Titles Issued in Wetlands

Atleast 350 land titles that were illegally issued within wetlands are to be cancelled and the ‘owners’ apprehended, the Minister of State Lands, Housing and Urban Development Hon. Persis Namuganza has said. This follows an investigation conducted by an inter ministerial committee chaired by Prime Minister Dr. Ruhakana Rugunda which discovered that the issuance of the said titles was illegal given their location in protected areas.

Minister Namuganza said at a stakeholder engagement on the state of forests in Uganda on Friday that she had already ordered the responsible bodies to issue notice of cancellation to the affected persons.

“We are in the process of cancelling 350 titles that were issued for land situated in wetlands because that is against the law,” the Minister said.

“I have written to the technical team and forwarded them a list of 350 titles to issue for notice of cancellation as the law stipulates. The titles will be cancelled within 21 days.”

Areas within which the said wetlands are situated include; Kinawataka, Bugolobi, Ntinda, Bukoto, Lower and Upper Kansanga, Bulenga and Nansana.

Despite the fact that some of  this land has already been developed, Namuganza said the structures will be demolished since their impact on environment is incomparable.

“Some of the affected owners to these titles are influential people but that won’t stop us. We have to carry out our mandate and stop this illegality,” she later told journalists.

“The same applies to the developments on this land. The land law stipulates that if you don’t own land, whatever is on it isn’t yours. So whether you have a bungalow, it will be demolished because the magnitude of its negative impact on the environment has no price.”

Once the cancellation is done, she said the officers responsible for issuing these titles will be brought to book.

The Minister faulted National Forestry Authority (NFA) for neglecting its mandate to alert other government bodies on such illegalities despite the resources at its disposal including maps.

The M.D. of NWSC Uganda Dr. Eng. Silver Mugisha has been elected Vice President of the Board of the International Water Association (IWA) in Brisbane Australia.

Dr. Silver becomes the first black African to be elected Vice President of IWA which brings together leaders and professionals from 130 countries worldwide.

IWA works towards a world in which water is managed wisely to satisfy the needs of human activities and ecosystems in an equitable and sustainable way.

Dr. Mugisha has been a board member of IWA since 12- Nov 2014.

Speaking after his election, Dr. Silver said his elevation was recognition of the transformational work that is going on in the water sector in Uganda and in NWSC in particular.

He promised to continue the innovative solutions based and service oriented style of management that has seen NWSC extend its service footprint from 24 towns in 2014 to 174 towns as at September 2016.

He promised to use his new position to contribute to the progression of water management worldwide by championing a service delivery approach that uses innovation to ensure water for all in an equitable and sustainable way.

MUBS Students Raise Funds to Save Paralyzed Colleague

Makerere University Business School (MUBS) students led by their Guild together Rotaract Club of Nakawa-MUBS joined forces this morning to gather resources to save one of their own, who was attacked last year and left paralyzed.

The students are holding a Car wash to raise funds for the treatment of Raymond Bamwesigye, who was left immobile following an attack by unknown assailants.

The second year student is said to have been beaten badly by the attackers and has been bedridden for months. Medics have recommended more specialized treatment for the 24 year old, in India.

Fellow students this Saturday are gathering at Panamera Bar in Naguru for a number of activities through which sufficient funds are hoped to be collected for the noble cause.

“There will be a car wash starting a 9am. There will also be shoe polishing and goat roasting besides the car wash,” said the organizers.

“Each car will be charged Shs. 50,000. Ugandan Comedian; Patrick Salvador will be the chief shoe shiner of the day.”

Raymond is a son to a retired Sergeant in the UPDF, Mr Paddy Nabimanya. He was attacked by unknown thugs as he returned from his internship.

He was rescued by good Samaritans and rushed to the Spine Unit at Mulago Hospital where doctors found that the attack had damaged his spine leading to paralysis of the lower body.

Despite undergoing a major surgery, Raymond has only been able to regain use of his upper body.

He is currently unable to write, feed, and ease himself. He urinates using a catheter. He has as a result been out of school for over a year and stays at home in Kasokoso, Wakiso District.

The specialists from India assessed him and have reassured the family that a second surgery will enable his lower body to recover and the paralysis will be gone.

Lightening Kills 2 Lumberpersons in Kangombe Forest Reserve

Two people believed to be lumberpersons in Kangombe forest reserve in Kibaale District are reported dead after they were struck by lightning  in Bujogoro, village Kabasekende sub county.

The duo identified as only Monday  and Maketo were on Thursday evening found dead in the forest where they were cutting trees.

Locals say the two were hired by a businessman Ben Businge, a resident of Bujogoro village  Kabasekende Sub County for timber cutting in Kangombe forest.

Meanwhile Kabasekende police has confirmed the incident. The Kibaale police also arrived  at the scene yesterday and took the bodies to Kagadi hospital for postmortem.

Kagombe is a forest reserve in Kibaale District where the National Forestry Authority is still evicting encroachers who entered illegally for cultivation and lumbering activities .

Mufti Sheikh Ramadan Mubajje has asked Muslims in Mbarara to remain patient on the issue of land conflicts, which he said is now nationwide.

While leading yesterday’s Juma prayers at Abubakar Mosque in Mbarara Town, Sheikh Mubajje stated that the leading cause of the Muslim conflicts all over the country remains land.

Mubajje was invited by the Muslims at the Abubakar Mosque to intervene in the conflict stemming from the sale of the Mosque’s land by the local Muslim leadership.

The conflict involves the Mbarara District Kadhi Sheik Ramathnan Khamisi, who is said to have connived with local businessmen to sell the Mosque’s Cemetery were Muslim clerics are buried.

Khamis is said to have conspired with on Sadam, the owner of Tutsi Petrol Station, hiding under the Uganda Muslim Supreme Council to sell the said Cemetery.

Amidst heavy police deployment throughout the Juma prayers, Mufti Mubajje urged the congregation to remain calm as a lasting solution is arrived at.

Mubajje told the believers that similar conflicts are in Kyazanga, Masaka, and Nateete in Kampala and that the Uganda Muslim Supreme Council has being toiling to come to the bottom of the stand offs.

“Muslim land is being stolen day and night and it’s a challenge to the Supreme Council,” he said.

He warned however, that the world is watching closely as the Muslims tear each other apart, stressing that this could drive away potential converts.

The Mufti confirmed that the UMSC erratically sold the said Cemetery to Mr Sadam and that he is now demanding a refund.

“If the council allowed the transfer of the Muslim land on Shs. 300million, where did this money go?” he wondered. “As you are feeling pain here; we are also sorry about the incident,” Mubajje said.

“But now that I am here; I will seat with the Muslim leadership in the district to resolve the matter before I return back to Kampala” he said.
