Burundi Spies Hunt Down Opposition in Uganda

Burundi military agents have reportedly been dispatched to Kampala to hunt down opposition figures, Chimp Corps report.

A human rights source told this website on Thursday that the alleged agents are always travelling in a Toyota double cabin car under registration number C265AIT.

“Burundian refugees who are opposed to President Pierre Nkurunziza’s government are being targeted,” the source, who preferred anonymity so as to speak freely, added.

The crisis in Burundi has led to more than 100,000 people seeking safety in Uganda, according to United Nations High Commission for Refugees.

Developing instability in Burundi led to a fresh emergency influx of new arrivals into Uganda during 2016.

Nearly 20,000 Burundians sought safety in Uganda during the course of the year, peaking during the election period in Burundi in June and July.

Sources said the Burundi government fears that the refugees in Uganda and Rwanda could mobilise to use arms to return to their country.

In 1990, Rwanda refugees picked arms to fight the government of Juvenal Habyarimana before taking power four years later.

One year after the Burundi crisis began, almost 260,000 people have fled to nearby countries and thousands more could join them over the rest of the year unless a political solution is found and a descent into civil war averted.

People continue to arrive in neighboring countries, albeit in smaller numbers in recent weeks as it becomes harder to cross borders.

Many asylum seekers or new arrivals report human rights abuses in Burundi, including torture, sexual violence, arbitrary detention, intimidation, forced recruitment by militia, killings and extortion.

To date, 259,132 people have fled the country.


CJ Katureebe Lashes out at Makindye Court Mob

Chief Justice Bart Katureebe has criticized protests held at Makindye Chief Magistrate’s Court on Wednesday, saying such acts are not only disruptive but unacceptable.

“Whoever is mobilising their supporters to come and disrupt court proceedings should stop,” warned Katureebe.

He was addressing a press conference at his office in Kampala on Thursday.

The head of Uganda’s judiciary said courts need serenity and respect from the public to successfully execute their mandate.

Scores of police supporters held placards at Makindye Court to protest the trial of the law enforcement body’s commanders for highhandedness in responding to political dissent.

Gen Kale Kayihura and other police chiefs had been summoned to defend themselves against accusations of beating up Dr Kizza Besigye’s supporters in different parts of Kampala.

Some of the suspected police officers are facing police disciplinary proceedings while others have been transferred to different operation stations.

Katureebe said Judiciary would not tolerate people who “mobilise mobs to intimidate us while doing our work.”

He added: “We don’t need interference. Let the judges do their work.”

The protests turned ugly with police supporters threatening to beat up lawyers of the complainants.

Katureebe said he would discuss the matter with higher authorities to ensure such incidents do not reoccur.

Saints, Express’ Fate Hanging as 14 Pass FUFA Club Licensing Test

Fourteen clubs are set to kick off the 2016/17 Azam Uganda Premier League, FUFA has confirmed.

The federation announced a list of 14 clubs that had fully or partially met the requirements for the FUFA Club Licensing exercise for the 2016/2017 season.

Champions KCCA FC ranked the best ahead of BUL FC, Bright Stars and Vipers SC. Other clubs that have fully complied include newcomers Kirinya Jinja SS, SC Villa Jogoo and Soana FC.

“The exercise helps clubs to gauge their status and also meet certain requirements before the new season. We are glad that the exercise went on smoothly,” said Mr. Bernard Ogwel the chairman Fufa Club Licensing Committee.

The seven given partial license until mid-season include Lweza FC, JMC Hippos FC,  URA FC, Onduparaka, Police FC, Sadolin Paints, Proline FC.

Two clubs Express FC and the Saints are yet to meet the minimal requirements.

“Express FC and The Saints have until 12th August, 2016 to complete the exercise. Our offices are still open to give support and guidance to the two clubs,” Ogwel warned.

Fufa president Eng. Moses Magogo confirmed that the licensed clubs will immediately get their share of the sponsorship money direct into their accounts.

“We wanted to release the funds to clubs that had passed the test of the club licensing. The sponsorship funds will be transferred to the clubs accounts immediatey,” Magogo said.

UPC Urges Ugandans to Accept Government’s Land Act Amendments

Uganda Peoples’ Congress (UPC) has called upon Ugandans to embrace the recently considered land amendments, and stop fronting land grabbing allegations which are only diversionary.

UPC told the media on Wednesday during the party’s weekly press conference that the land grabbing talk by opponents of the land reforms is aimed at diverting the public from the wider question of the economy, and means to increase Ugandans’ participation.

The party President Jimmy Michael Akena noted, “There seems to be a misunderstanding of what the amendments seek to address. To the best of my understanding, the amendments are around the Land Acquisition Act of 1965 which was enacted by the  UPC government.”

The amendments recently announced and defended by the Junior Lands Minister Betty Amongi, entail clauses allowing government to acquire private land and use it before compensating the land owner.

Minister Amongi is a UPC member and wife of party President Jimmy Akena.

Akena stressed that the act has been able to stand the test of time in serving the interests of the nation.

“UPC in the past while in government regularly acquired land for development compulsorily and systems were put in place for fair compensation,” Akena said.

“Where we are now, there seems to be a problem of speculators who demand exorbitant amounts of money from government; these people rush to acquire land after learning that government has interest in the said land.”

Akena added, “My understanding of what is being proposed is that under the Act, government is required to negotiate with those that are to be affected until an accepted amount paid is reached.”

“Everybody would be paid the amount generally agreed including those that were requesting for huge sums and those who want more will have to pursue the extra amount of money through other means but will be paid across board prior to commencement of any project.”

Akena remarked that the whole proposal is to deal with speculators who are trying to rob the tax payers adding that those who try to manipulate the system and want to acquire huge compensation beyond the acceptable values.

“Overall, the amendment is not about land grabbing and the principal of prior compensation remains, the area that is to be amended is for those who are demanding exorbitant amounts in order to stall the government project or get rich quickly.”

The party Spokesperson, Michael Osinde Orachi advised Ugandans to ensure that their land is registered and avoid middlemen.

Besigye: Pro-Kayihura Protesters Reminiscent of Black Mambas

Former Forum for Democratic Change presidential candidate Dr.Kizza Besigye has said there are no simple words that can explain  the actions of people who invaded the Makindye Magistrates court on Wednesday morning.

A group of people some of them bodaboda riders stormed the court and protested the decision to have the Inspector General of Police and seven of his senior commanders appear before court to answer to criminal charges in relation to brutalizing Besigye supporters.

The group who carried placards in support of Gen. Kayihura was seen taking over court, forcing lawyers led by Kampala Lord Mayor to seek refuge in the Chief Magistrates chambers.

Addressing a news conference at his home in Kasangati, Besigye said it was unfortunate that the protesters violated the constitution as the police, mandated to keep law and order just looked on.

“It only confirmed that the police force which he (Gen. Kayihura) leads doesn’t function as national institution but rather an individual institution. The attacks on parliament on Tuesday and later court yesterday as police looked on just shows that he supported them,” Besigye told a news conference.

“It showed there is a big crisis in the justice, law and order sector; reminiscent of the famous Black Mambas who attacked High Court (in 2005). The police only turned a blind eye as they continued.”

Police yesterday in a brief statement, distanced itself from the actions of the court protesters, such as taking siege of the magistrate’s chambers and blocking the roads to the court. The police mouthpiece Polly Namaye said these actions were not to be condoned.

She clarified however that the rest of the protest was peaceful, and lawful since it was cleared by the police as required by law.

“The Uganda Police Force appreciates the fact that the group of demonstrators at the Grade 1 Magistrates Court in Makindye today complied with the requirement of the POM Act (Section 5) of notifying the Police so as to obtain guidance and security during the demonstration,” she said.

Besigye however told journalists the protest was not warranted as the case was not against the Inspector General of Police but rather Gen. Kayihura as a person which he said meant he at all costs had to appear before court.

He noted that it was appalling for the police force who have on many occasions been at the forefront of enforcing the Public Order Management  Act,  to turn a deaf ear as the same was being violated .

“He was summoned as Kayihura and not as a government official. There was nothing that necessitated that he organizes a group of people to protest before court and beat up court   officials.”

Besigye added,” Police should have dispersed or even arrested the protesters but not letting them take over the temple of justice. We should rise up to the occasion to take measures and change this.”

According to the former FDC president, such acts shouldn’t have happened be it by opposition or any other person in government.

“There is no excuse he (Kayihura) can give for what happened yesterday at court.”

Uganda’s Decentralization Model Shines in Africa – Museveni

President Museveni has said that peace and liberalizing the economy has emancipated the services sector and enhanced public services delivery towards improvement of the welfare of Ugandans, adding, decentralization in Uganda is an example of progress on the continent.

In a speech read for him by the Vice President Edward Kiwanuka Ssekandi during the annual commemorations of the African Day of Decentralization and local Government at Masaka Liberation grounds, the President said decentralization was a key milestone that enabled the involvement of Ugandans in decision-making and leadership at all levels.

He said the country’s GDP has shifted from about USD300 per capita in 1985 to the current about 800 dollars.

Uganda’s average GDP is growing at 6.2 percent annually which he said is one of the fastest growing economies on the continent, adding that the number of Ugandans living below the poverty line of less than 20 percent of the population has significantly reduced.

The President called for more concerted efforts to reduce absolute poverty for the East African region and on the continent in general, through investing in infrastructure improvement which he said will reduce the cost of doing business and attract more investment and link markets.

Local Government Minister, Tom Butime, said Local Governments have established business economic forums, which comprise all economic development stakeholders identifying comparative viable economic ventures which will propel the country to the desired middle income status by 2020.

Minister Butime said that among other achievement, decentralization has provided leadership from the village to national level adding that civil servants who deliver the basic services are recruited based on need of the respective local Government.

The Deputy Country Director United Nations Development Programme, Thomas Ole-kuyan said that with Uganda’s focus on local governance, the people have greater access to services, security and have their priority development goals met and pledged UNDP’s support to the decentralization programme in Uganda for uniform growth.

He added that during the 24 years of decentralization Uganda has evolved political and administrative governance, financial management, service delivery and economic development functions which are imbedded in the power shared across the government administrative spectrum.

During the function, under the theme Decentralization at 24: Re-engineering Locally initiated Development, Vice President was among individuals honoured for their exemplary public service records and support to the decentralization programme in Uganda.

DP’s Issa Kikungwe’s Wife Succumbs to Heart Disease

Opposition Democratic Party (DP) members have Thursday morning learnt with shock about the demise of the Party’s National Treasurer, Issa Kikungwe’s wife who passed on last night.

Kikungwe, who was the opposition party’s flag bearer for the 2016 Kampala Lord Mayor elections lost his wife Hajati Zainah Nalule on Wednesday night, shortly upon arrival at Rubaga Hospital. She was reportedly battling heart disease.

“Hajati has had hypertension for some time. Her situation worsened last night and was rushed to the hospital where she died on arrival,” a party leader told Chimpreports at the DP offices in Kampala today.

“The doctors informed us that it was a little too late and they couldn’t do much to save her life, May her soul rest in peace,” he added.

It had been revealed that recently, Nalule underwent a major operation due to fibroids which was successful but ever since her life hasn’t been that stable. She has left 6 children.

Nalule will be put to rest at the husband’s ancestral home in Nabbingo, Bataka zone in Wakiso District at 4PM today Thursday.

Uganda, Sudan Pull Out of South Sudan Deployment

The Ugandan army UPDF and the Sudanese Armed Forces (SAF) are out of the regional force that is going to be deployed in their fragile neighbor South Sudan.

The unexpected development was revealed by the Uganda’s Chief of Defense Forces, Gen. Katumba Wamala while interfacing the Parliamentary Committee on Defense and Internal Affairs on Thursday afternoon.

Gen. Katumba without giving reasons told Members of Parliament that Uganda and Sudan have decided to “excuse” themselves from the urgent deployment that was called for by the IGAD Heads of Summit in the Ethiopian capital Addis Ababa last week.

The 27th African Union assembly in Kigali, Rwanda late last month resolved that Uganda, Sudan, Rwanda, Ethiopia and Kenya should contribute a regional force to South Sudan which slid back to internal violence in July.

The follow up IGAD summit that was attended by both Presidents Yoweri Museveni of Uganda and Omar al-Bashir concurred with the AU resolution and the army chiefs of the 5 countries were also asked to immediately convene to discuss modalities of the deployment. ChimpReports now understands that it was during the meeting of the regional army that Uganda and Sudan decided to get out of the mission.

Kampala is said to be in support of the mainstream SPLA under President Salva Kiir while Khartoum is believed to be supporting the armed opposition under Dr. Riek Machar. ”

“The UPDF and SAF are not going to deploy in South Sudan. We had a meeting and decided among ourselves not to deploy but the rest of the countries can go ahead,” Gen. Katumba said.

It now means only Ethiopia, Kenya and Rwanda are going to send the troupes to the world’s youngest nation.

Katumba however added that both Uganda and Sudan are going to be readily available in case called upon and the regional force is free to use facilities like airports in the two countries.


Gov’t to Increase Surveillance, Deportation of Illegal Immigrants

Uganda Revenue Authority have unveiled new strips that will be used for the forthcoming season. Club chairman Ali Ssekatawa launched the new kit on Thursday at the club’s training complex in Gayaza.

The new jerseys include both the home and away kits that will be used during the 2016/17 season. The home kit has yellow shirts with blue strips on the sleeves while the shorts and stockings are blue in colour.

The away kit that will be used this season is blue in colour different from the white and blue that was used last season.

Ssekatawa said the new strips are of quality and depict the true image of a professional club.

“This time round, we have gone for quality. The jerseys will portray the image of the URA as an institution,” Ssekatawa said.

Ssekatawa also revealed that the club will bring in other club merchandise that includes key holders, scarves and wrist bands. The replica jerseys will be sold at fifty thousand shillings (Ugshs 50,000)

The tax collectors under the stewardship of Kefa Kisala will start their season in the Azam Uganda premier league away to newly promoted Kirinya Jinja SS at Kakindu stadium on 19th August.

UIA Welcomes Germans Investors

Uganda Investment Authority (UIA) on Thursday welcomed a group of 30 new business delegates from Germany who want to invest in Uganda.

This follows the visit by President Yoweri Museveni to Germany in July, were he met with the investors for he convinced them and invited them to come and invest in Uganda.

The initial talks in Germany led to more detailed discussions that preceded the quick agreement by the   prospective investors to come and invest in Uganda.

Their aim they say join and expand the number of Germany investors in Uganda, making a starting point of stronger bilateral ties between the two countries.

According to Frank Sebbowa the executive director UIA, the prospective investors are looking forward to investing in different fields, and the Authority is ready to accord them all the support.

“I am also requesting the delegates to invite more investors from Germany; encourage them to come and increase investments by the Germans,” Sebbowa said.

The investors, he said, will help increase the number of industries in Uganda which will solve the problem of unemployment.

Speaking at the UIA offices, Dr Liebing Stefan the chairman of Germany-African Association said they are happy to respond to the president’s call and are looking forward to working with Ugandans.

The team of investors is going to cover different investment sectors from manufacturing, infrastructure, IT and many other fields.

The investors are also getting a chance to meet with the president on Thursday and Saturday so that they discuss more about business in Uganda.

FDC’s Cecilia Ogwal Attacks Leader of Opposition

Forum for Democratic Change strongwoman Cecilia Atim Ogwal and the Uganda People’s Congress party Whip, Santa Alum Ogwang have blasted the Leader of Opposition in Parliament, Winnie Kizza for her remarks of “stolen” 1980 elections.

The Leader of Opposition on Wednesday at Parliament made an official response to the State of the Nation`s Address by President Yoweri Kaguta Museveni in June this year.

The response that was read by the Opposition Chief Whip, Ibrahim Ssemujju Nganda mentioned that the 1980 election was stolen.

According to Kizza, Uganda has now democratically degenerated to the 1980 period where there was no meaning for elections. She alluded that the 1980 election “rigging” instigated the five year guerilla
movement that toppled the President Apollo Milton Obote’s government.

“The stolen 1980 elections triggered a resistance war that consumed the lives of over 500,000 Ugandans and a ruined economy,” part of the response said.

Winnie Kiza added that the National Resistance Movement spirit has metamorphosed into the current opposition defiance campaign.

“This resistance has metamorphosed into a defiance campaign where citizens are rising up to defend the Constitution as commanded by Article 3 of the Constitution.”

The Speaker of Parliament Rebecca Kadaga deferred the debate on the matter to Thursday.

During the debate Cecilia Ogwal who is also Commissioner of Parliament appointed by the FDC party President Mugisha Muntu, demanded that her colleague Ms. Kizza be called to order for feeding Parliament with lies.

“In our (Parliament) rules of procedures no member is supposed to tell lies here. The Leader of Opposition should substantiate to this house how the 1980 election was stolen,” Cecilia Ogwal said.

The Leader of Opposition is however out of the country. She is in Chicago, United States for official duties with other Members of Parliament.

Meanwhile the UPC Whip told Parliament that the Common Wealth report on the 1980 election pointed out that it was free and fair and losers were urged to go to court.

“The statement that the 1980 election was stolen is unfortunate and the Leader of Opposition should have taken time and collected her facts,” Ms. Alum said.

“In 1980 the Common Wealth election observers released their independent report explicitly indicating that the poll met all the requirements. Those who lost were advised to go to court and we have witnessed in all presidential elections including the last one people have been contesting the results.”

Kampala Minister Kamya Commissions Shs80 Billion City Road Projects

The Minister in charge of Kampala Beti Kamya on Thursday afternoon commissioned construction and upgrading of over 10 roads in the divisions of Lubaga and Nakawa that would cost over Shs80 billion.

At the end, the various divisions would see a number of roads upgraded to tarmac, expanded, street lights installed, walk-ways created and improvement   of the drainage system.

“These would help on reduction of traffic jam on top of saving you from the dust that has disturbed you for a long time,” Kamya assured locals along the Nateete-Sembera road in Lubaga division.

“You should use them for your benefit in form of employment and also bring about development to your areas.”

The Lubaga Division mayor Joyce Nabbosa Ssebuggwawo said the roads would help transform the city from being dusty to a paradise.

The Lubaga North member of Parliament Moses Kasibante was however skeptic with the construction of the roads which he warned out to be up to the required standards.

He said on many occasions there are issues of proper accountability but warned these should not arise on these roads urging KCCA to be as transparent as possible.

“You should emphasize accountability. We don’t want you to say a certain road cost Shs300 million yet in the actual sense it cost Shs100 million. We shall be looking with eyes wide open,”Kasibante said .

According to KCCA officials a total of 8 roads amounting to Shs35.5bn will be upgraded to tarmac in Nakawa division  and these include  Magambo road(0.9km),Dembe-irowooza(3km),Kiziri(0.75km),Kyanja –Kisaasi(3km) and Kigoowa (1.9km) .

Others in Nakawa division to be upgraded include Kimera(1.4km),Kisaalita(0.7km).Kisosonkole(1km) and Robert  Mugabe road(1.8 km).

In Lubaga roads like Bakuli market lane(1km)Nakibinge (1.5 km) and Mackay Ssembera (1.5 km )  among others  would be upgraded at a cost of over Shs54.8 bn.

Parliament to Probe Gen. Pecos Kutesa over Cattle Theft

The UPDF Chief of Doctrines, Maj. Gen. Pecos Kutesa is under intense pressure for “carelessly” making a statement on the floor of Parliament concerning the 1980s stealing of cattle from North and Eastern Uganda.

The bush war veteran got in trouble on Thursday during the debate on the official response of the Leader of Opposition in Parliament to President Yoweri Museveni’s State of the Nation Address.

Erute South County Member of Parliament, Jonathan Odur had commented on the floor that the President has never answered to the people of Lango, Teso, Acholi and Karamoja who lost their cows in the late 1980s.

A seemingly keyed-up Gen. Kutesa jumped to the next microphone to give information to the legislator whom he felt was ignorant about the events of the 1980’s. Mr. Odur gave the opportunity to the war old-timer to school the house on what transpired 3 decades ago.

Kutesa who commanded various National Resistance Army offensive and defensive missions told Parliament that he was in Teso and indeed saw the ransacking of the sub region by the non-NRA combatants.

“I had gone to Teso with a plane for a different mission. I saw the people who took cows but they were not our soldiers,” Gen. Kutesa said.

Kutesa’s remark triggered angry reactions from the MPs from the north and east who rushed to ut aside the diplomacy and handle the military officer who is also an MP representing the army.

The first legislator to face Gen. Kutesa was Dokolo North’s Felix OkotOgong who said the former was an irresponsible officer since he saw acts of criminality taking place and he didn’t act.

“It is very absurd that an army officer and senior one can see wrongs being committed and he just decided to look on,” Okot said.

According to Okot it was the responsibility of the government to protect the citizens and their property and Kutesa’s inaction was unfortunate.

Okot asked the Speaker to make sure Kutesa is handled at another level and indeed it was decided.

Kadaga immediately ordered the Committee of Defense and Internal Affairs to investigate Gen Kutesa based on his statement.

“The Defense and Internal Affairs Committee of Parliament should take the matter up and report to the house,” the Speaker ordered.

The Agago woman MP, AkelloFranka told the house that she is ready to offer herself as witness in the Committee sitting to investigate the matter.

When contacted on phone on Friday morning, Defense and Internal Affairs Committee Chairperson, Judith Nabakoba told ChimpReports that they are ready to start the work on Kutesa next week.

MPs have prosecution immunity while within the precincts of Parliament but the Committee can recommend to the Speaker for action to be taken against any member including suspension.

State Apologizes as Besigye Repeats “Treasonous” Remarks in Court

The state prosecutor has apologized for the continued delay in investigations in the case in which former FDC presidential candidate Dr. Kizza Besigye is charged with treason.

On Friday morning, Besigye told the Nakawa Chief Magistrate James Eremye Mawanda that it was unfortunate that after 3 months since his arrest in May, the state has not concluded investigations into the case, which he said was inconveniencing.

Besigye told court that the matters that state is investigating are common knowledge and that the words and actions for which is accused of treason are on record. He decided to repeat them in court so that state stops wasting his time.

“The Constitution is clear that the accused in criminal cases should receive justice as soon as possible. I don’t know what they are still investigating because it is true I demanded an independent audit into the  February  elections before a new president could be sworn in,” Besigye told the Magistrate.

“I also said that I was the duly elected President of the Republic of Uganda in the last elections, and I have repeated it now. The problem is that they (State) know that these remarks do not constitute a treason offense.

Besigye said that prosecutors must not waste time doing investigations since he still maintains he was the duly elected president in the concluded elections.

“I have difficulty in looking after myself and the family over such tramped up charges. I ask that you (Magistrate) should dismiss the case so that they can be reinstated when the DPP feels he is ready.”

State Sorry

The Principle state Attorney handling the case, Lino Anguzo however, told the Magistrate that the court had no powers to dismiss such a grave offence adding that it can only be done by the High Court.

“We regret that the investigations have taken longer than we expected but nevertheless, this court  has no jurisdiction to dismiss this case, ”Anguzo told the magistrate.

“Unfortunately this is court only performs preparatory functions as far as the merits of the charges in this matter are concerned.”

The lead prosecutor told court he was not in position to tell when the investigations would be complete stressing that it is the police that do the job and not the DPP’s office.

“While the DPP is given powers to investigate criminal matters, it’s not him or his office to personally investigate .It is one reason we have delayed.”

The magistrate concurred with the state prosecutor that his court has no jurisdiction to dismiss the case; asking Besigye to refer to the High Court where he was granted bail.

He adjourned the case to September 12.

Addressing journalists shortly after court, Besigye expressed concern over what he termed as colonial laws stressing that there is need to change some articles in the constitution.

“There is need to see that only courts with jurisdiction handle criminal cases other than the Magistrates courts that have no powers.

In this case I can take 10 years coming here when the case had not been dismissed or investigations concluded,” Besigye worried.

He noted he would seek audience from relevant authorities like Parliament and the Attorney General to see how this can be addressed.

Besigye was in May arrested and flown to Moroto government prison before being returned and charged with treason charges at the Nakawa magistrate’s court.

The meeting of Kampala Capital City Authority (KCCA) leaders on Thursday with the Parliamentary Presidential Affairs Committee failed to yield results after the Authority’s heads opted to throwing insults at each other.

The KCCA leaders were summoned by Parliament last month to give an explanation on issues surrounding the ownership and operation Usafi Market.

Trouble started when the committee chaired by Hon Fred Mwesigye tasked the KCCA leaders to explain the issues pertaining the disagreements in Usafi Market and other issues raised by the legislators.

Kampala Minister Beti Kamya began by informing the committee  that even though Lukwago is the political head in Kampala city, his input in the KCCA Policy Statement that she was to present was not captured since he dodged all the meetings that she had set.

The Minister then proceeded to present a report on the latest developments in Usafi market, although Aruu County South MP, Odonga Otto protested discussing the matter, saying it would be interfering with powers of the judiciary.

Otto noted; “I think it is prudent to seek for the opinion of the Speaker because Usafi Market is a serious matter and I don’t know if it’s prudent to proceed against our rules of procedure. The deliberations we have here may greatly affect what is in court.”

Fred Mwesigye, the Chairperson of the Presidential Affairs Committee asked Kamya to set aside the Usafi matter and ordered her to address other issues.

It was at that point that Lukwago told the committee that he was not ready to indulge in any other matters since the letter he received on August 4th 2016 was specific that the matter to be discussed was only Usafi Market and not other KCCA matters.

Kamya fired back accusing Lukwago of trying to run away from discussing other matters in the policy statement saying: “The case was filed after we had been furnished with an invitation letter. It was overtaken by events.”

Lukwago insisted and implored MPs to treat the matter of Usafi with urgency saying there were pertinent issues regarding the market like the Shs.20.5Billion balance the land owner is demanding.

Mwesigye warned Lukwago against lamenting on issues of accountability, saying there were other Accountability Committees in Parliament that he would pour out all his grievances.

Lukwago was not done; he accused the MPs of being unfair to him saying he came prepared to only speak on matters concerning Usafi market not any other matter in KCCA.

Makindye East MP, Allan Ssewanyana quickly jumped to the defense of Lukwago arguing: “It would be unfair to the political head if you had been invited for a specific issue and then get into other discussions. I think it is fair to allow him present his matter.”

This irritated committee chairman Mwesigye who ordered Lukwago to leave parliament if he wasn’t prepared to discuss matters relating to the Authority’s policy statement.

Lukwago hastily collected his pile of books and files to leave the house but some legislators pleaded with him to stay.

MP Kasibante rebuked Mwesigye for ambushing and later sending away Lukwago without first listening to his side of the story.

Meanwhile Minister Kamya chipped in protesting Lukwago’s arguments that he wasn’t prepared; “The first letter was sent on July 27th 2016 demanding us to appear August 4th 2016 and it was signed by Susan Amero, the Vice Chairperson of this Committee. That letter was copied to Lord Mayor. The letter demanded KCCA to present its policy statement of Financial Year 2016/17 and concrete plans put in place to drive Uganda to middle income status,” Kamya revealed.

The Kampala Minister told off Lukwago not to have the meeting postponed under pretext that he isn’t prepared and said the Lord Mayor shouldn’t base his excuse on the letter that came last.

She even informed Parliament that Lukwago had appeared on local radio stations swearing never to go to Kamya’s office for a meeting.

Lukwago labeled the KCCA Policy Statement being presented by Kamya on Thursday as an illegal document because he hadn’t endorsed it.

He said: “Right now if we are to go to these matters casually, I am answerable to councilors. This is where I find it irregular to present something not coming from the Authority. The KCCA Act dictates that the Policy statement has to be brought before councilors and we debate and agree and that can’t be done unless and until there is a statement. Where has she got it from?”

The Lord Mayor promised to present strategies, once they have been adopted by all councilors. He wondered where Kamya derived from the mandate to present the Policy statement that hadn’t been endorsed by the Authority.

Kamya couldn’t take more from Lukwago and told him that the she has general powers to present Policy statement. But Lukwago told her off that her duty is to guide KCCA not to take over business in Kampala.

With tempers flying high in the house, Mwesigye adjourned the meeting to a later date advising the authority to put their house to order as soon as possible.


Mbarara: Man Netted Stealing $150M from DFCU

Police in Mbarara are holding a 45year old man who allegedly attempted to illegally withdraw USD45,000 from DFCU Bank’s Mbarara Branch.

Johnson Bindu, a resident of Ishure Cell, Katebwa Sub County in Kabarole district was arrested at the bank on Monday while forging signatures.

The suspect according to bank authorities had successfully withdrawn an unspecified amount of money in April this year from the same bank. His luck however, ran out this time when he attempted to withdraw 45,000 this week.

Bank employees upon noticing him attempting to forge signatures alerted police which rushed in and arrested the suspect.

Justice Niwagira, the DFCU Bank manager for Mbarara Branch while speaking to Chimpreports confirmed the matter but declined to give more details about the case saying that police is handling the investigations and expects to have it conclusively handled.

OC-CID Taban Chiriga said the suspect possessed a forged passport indicating that the bank account he was attacking was his.

Among the complainants was Azarious Baryaruha one of the clients of DFCU bank and a resident of Bushenyi working with African Pearl Safaris in Kabalagala Kyadondo.

Taban said the case is registered under CRB 2003/2016 as investigations are still ongoing and later Johnson will be taken to court and charged of forgery and obtaining money by false pretence.

Parliament’s Human Rights Committee Boss Defends Kayihura, Rowdy Supporters

The Chairperson of the Human Rights Committee of Parliament, Jovah Kamateeka has defended the Inspector General of Police, Gen. Kale Kayihura for not appearing before the Makindye magistrates’ court.

Ms. Kamateka expressed her admiration for Kayihura’s inaction on Thursday during a discussion in her Committee.

According to the legislator who also represents the women of Mitooma district, Kayihura has “fought” for Uganda and done several sacrifices for the good of the country and therefore should not be dragged to court.

“General Kayihura cannot be forced to court like the way it was planned yesterday. He has fought for this nation and served above self for country,” Ms. Kamateeka said.

Kayihura was expected in Court on Wednesday to face charges against him and other senior police commanders for violence melted on the supporters of the former Forum for Democratic Change, presidential candidate Rt. Col. Dr. Kizza Besigye last month by junior officers under their watch.

The IGP however failed to get to court and neither any of his fellow co accused.

The Makindye Magistrate Court turned into an environment of lawlessness on Wednesday when people allegedly protesting against the prosecution of the police boss stormed and took over the affairs at the place.

The protesters turned violent vandalizing the car of one of the lawyers of the accuser and wanted to beat opposition figures like the Kampala Lord Mayor, Erias Lukwago, Makindye West MP Allan Ssewanyana and others.

It took a special police operation to rescue Lukwago and his colleagues from the hot besieged court premises.

Kamateeka has also defended the actions of the youths and boda cyclists who ransacked the Court and said it was their constitutional rights to demonstrate at Court.

“The youths who went to Court in support of the IGP had the rights to do so. It was their rights prescribed in the constitution to demonstrate,” she said.

Kamateeka was immediately opposed by the section of her own Committee members including those from the ruling National Resistance Movement party who described Wednesday’s scene at Makindye court as unfortunate.

The MP for Butembo Kyankwanzi district, Innocent Pentagon Kamusiime and Francis Mwijukye of Buheju jointly said that there should be no one above the law in Uganda and mobilizing locals to attack the court should be treated a different offense.

Murder Case: Court Issues Criminal Summons Against DPC Baguma

The Buganda Road Chief Magistrate Jamson Karemani has Friday issued criminal summons to former CPS DPC Aaron Baguma to answer to charges relating to the murder of Kampala businesswoman Donah  Katushabe .

This followed a request by the Resident State Attorney Jonathan Mugwanya to amend the charge sheet in a bid to include Baguma on the file; before asking the chief magistrate to devise means to ensure he appears on the next court session.

In response, Karemani adjourned the case to August 18 and stressed that on this date, Baguma should appear in court.

“You are hereby commanded by the Uganda Government to appear in this court on 18th day of August 2016 or soon thereafter as case can be heard,” read part of the criminal summons signed by the Buganda Road court Chief Magistrate dated August 12th.

Early this week, the office of the DPP clarified that the murder case involving Baguma was moving according to plan adding they were not in a hurry to prosecute him.

“This is not an isolated case but such happens usually when we summon people we don’t know to be produced to court and it is what we go through every day,” the Deputy DPP  Elem Ogwal told a news conference in Kampala.

He revealed, “We have written to police to prepare a charge sheet for Baguma to be brought to court. We will give them a time frame and if they don’t act, the State Attorney will present the charge sheet himself to the Magistrate who will then issue a criminal summon to have him arrested.”

Baguma is charged together with 7 others including Pine Car Bond proprietor Muhammad Ssebuwufu.

Rwandan Remanded for Smuggling in Shs. 10bn Worth of Ivory

The Anticorruption Court in Kampala has remanded a Rwandese national to Luzira prison over smuggling ivory worth 10Billion shillings.

62 year old Emile Kayumba a resident of Kacyiru in Kigali Rwanda was arrested smuggling 832 pieces of Ivory in 2013 which he was caught loading from the home of a Chinese national in Bugolobi, Kampala district.

Kayumba is facing two counts including acquiring restricted goods which is against the East African Community Customs management Act and attempting to export animal species without a valid license contrary to the Wildlife Act.

The presiding grade one magistrate   Patricia Amoko declined to release  Kayumba on bail saying that he has a bad record when he absconded his earlier bail and fled the country to DRC only to be recently rearrested  after issuing an international arrest warrant.

Kayumba will re-appear again  in court on the 25th/August .

Youth Appeal to Gov’t to Subsidize Business Initiatives

As Uganda joins the world to mark the International Youth Day, The Youth Coalition for Change have advised government to work towards subsidizing the different initiatives and business ventures started by the youths in the country.

The day in the country was celebrated under the theme: “The road to 2030; Eradicating poverty and achieving sustainable production and consumption” at St. Charles Lwanga College in Koboko District to be précised over by the President.

According to a statement of the State Minister for Youth and Children, Florence Nakiwala Kiyingi, the theme is focused towards the government commitment to sustainable development goals and more specifically to end poverty in all its forms.

It aims at promoting inclusive and sustainable economic growth, employment and decent work for all as well as ensuring sustainable consumption and production patterns.

The Youth activists led by their national coordinator, Augustine Ojobile remarked that the goal set by the Minister in her statement highlighting ending of poverty and promotion of an all inclusive and sustainable economic growth, employment and decent work for all in a middle income status by 203; was unattainable given the current status of the youth countrywide.

He said, “The Youth currently have no jobs and many have resorted to sports betting and prostitution; just here at William street in Kampala, there are over 7 sports betting companies and over 10 lodges that harbor prostitutes,” Ojobile noted.

The Youths called upon government to rise and provide support to youth owned businesses and initiatives

“The ever increasing rent which is now paid in dollars, fuel charges and high electricity bills are making it hard for the youth to establish successful businesses,” noted Robert Mayanja the group spokesperson.
