Museveni, Chinese Envoy Discuss S. Sudan Security, Investment

President Yoweri Museveni has said that the way forward for South Sudan to attain political stability is for the international community to support Africa’s youngest nation to organize free and fair national elections and also build a non-sectarian National Army from all parts of the country in order to win majority political support.

“Contrary to Western countries that advocate for imposition of sanctions on South Sudan, which would worsen the situation because of pseudo ideology, sectarianism of South Sudan tribal leaders that harm the interests of the people. Encouragement of negotiations on elections and forming a National Army is the political medicine to fight sectarianism in South Sudan. This approach has worked and helped countries like Kenya,” the President said.

Mr. Museveni stressed that in this way, “we want to develop a formula for South Sudan leaders to manage and run their country.”

The President made the remarks yesterday while meeting a 6-man delegation led by the Chinese Government Special Representative on African Affairs, Ms. Xu Jinghu, that called on him yesterday at State House, Entebbe.

He noted that the Chinese government has taken interest in the conflict in South Sudan and in Africa as a whole. The President expressed his gratitude to see that Chinese cooperation and infrastructure development in Uganda has been further strengthened. He was optimistic that a balance of trade between China and Uganda will register a favourable trend for the benefit of the two countries.

“Many Chinese companies have invested in Uganda. China has more imports to Uganda. But in the future, Uganda will also export to China like China does to Uganda now,” Museveni said.

He observed that the economic growth of China, India, Brazil including Africa, has contributed to global prosperity in recent decades.

“The price of steel used to be US$200 per ton but it has increased to US$400 – 500 a ton; which was increased by the growth of these markets that stimulated the demands for bigger production. So, integrating the growth is part of the stimulus between China, Uganda and Africa as a whole,” he observed.

Ms. Xu Jinghu, on his part, said China appreciates Uganda’s political contribution to African countries, like South Sudan, to find a solution to political conflicts as well as addressing the issue of refugees’ crisis.

“The international community has an interest in the resolution of the conflict South Sudan,” said Ms. Xu Jinghu. She added that the Chinese government disagrees, in totality disagrees, to the idea of putting sanctions on South Sudan.

“China and Uganda have been friends in several bilateral issues and is committed to further strengthening cooperation in the areas of energy and agriculture, among others, between the two countries,” she said.

The Minister of Foreign Affairs, Mr. Sam Kuteesa, the Attorney General, Mr. Byaruhanga William and the Chinese Ambassador to Uganda, Mr. Su Heping, among others, attended the meeting.


18 Summoned in Eastern Region Squad to Face Uganda Cranes

A total of 18 players have been called to form a select team that will play against Uganda Cranes this weekend in Kamuli District.

With the Namutima regional campaign heading to Eastern region for the second time, Kirinya Jinja SS acting head coach Abbey Kikomeko Bogere who will manage the select team summoned a team comprising of 18 players.

The cranes return to Eastern region for the second time with the initial regional tour taking place in Mbale last year while this time round the game will be played at Kamuli Municipality playground.

Majority of the players summoned by Kikomeko play in the Fufa Big league with 4 players from Artland K (Kamuli Park) and 3 from Busia Fisheries.

Among the 18, two are goalkeepers, 6 defenders, 6 mid fielders and 4 strikers.

Uganda Cranes have only lost once during the regional tours that started in 2014. The loss came against West Nile region in Arua.

The team enters residential training on Friday.

Kaweesi’s Murder: Gen. Katumba Calls for Regulation of Bodabodas

State Minister of Works, Gen. Katumba Wamala today joined in the mourning of Police Spokesperson Andrew Felix Kaweesi who was shot dead on Friday morning near his home in Kulambiro.

Gen. Katumba said the country had lost a committed, hardworking police officer who joined the force as new blood.

“I came to know Kaweesi when I was a police chief; he was among the police officers we recruited in the force as a way of implementing the Ssebutinde Report of adding new blood in Police,” Katumba recalled.

“Kaweesi has been one of the person who loves his job so much, he didn’t enter the police as a last resort as other people do, he came in police as a choice made by himself,” Katumba noted.

“His death puts a lot of questions to all of us and more so to the security organs which we believe will be answered by the investigations that have commenced.”

On the continuous use of bodabodas to assassinate high profile Ugandans, Katumba noted that there is need to seriously regulate the bodaboda industry which is being utilized largely by criminals.

“I know there are several deaths that have been executed by people on bodabodas. That brings a big question on whether we continue the way we do business with bodabodas or we refocus on a better way of managing the industry.”

“Yes it is employing many people but it is now being exploited by the wrong guys to end lives, it is a question that we need to examine now.”

Museveni Condemns Kaweesi Murder, Directs Security Cameras be Installed

President Museveni has condemned in the strongest terms the killing of (the Assistant Inspector of Police) Andrew Felix Kaweesi by thugs riding on motorcycles.

AIGP Kaweesi was Friday shot and killed as he left his Kulambiro home.

Two of his body guards were also gunned down in the attack that took place on Friday morning.

As a consequence of the repeated murders in the city and other towns, Museveni has directed the immediate installation of cameras in all major towns of Uganda and along the highways.

“We have been planning to do this project for some time but we have been postponing it on account of other priorities like the roads and electricity,” he said.

“Since, however, these thugs think they can use this remaining gap in our otherwise robust security frame-work, I have decided and directed the Minister of Finance to work with Police to immediately close this gap.”

“Meanwhile, the security personnel and all citizens should be vigilant and on the lookout for these thugs who have made it a habit to use motorcycles to kill people.”

A number of high ranking Ugandans have recently been killed in the same gruesome manner, including  Prosecutor, Joan Kagezi, Major Kigundu and a number of Sheikhs.

“If you notice such characters and especially if they are trailing a person with armed guards, you should take prompt action and challenge them,” Museveni urged.

Kayihura Recounts Kaweesi Last Moments

Inspector General of Police Gen Edward Kale Kayihura has described slain Police spokesperson Andrew Felix Kaweesi as a highly reliable officer and one that he depended on greatly for his work.

Kayihura, who rushed to the murder scene in Kulambiro, also supervised the securing and documentation of the evidence at the scene.

Hours later in the afternoon, he told media he had just spoken to the police mouthpiece on the phone shortly before he was gunned down by assailants outside his house; who came on a bodaboda.

He says he called Kaweesi early in the morning asking him to issue out a response to one of “screaming” headlines in the papers today. Barely an hour later he says he was called and informed that the person he was on the phone with had been shot dead.

“Eyewitnesses told us that the killers stalked Kaweesi by disguising as though they were repairing their motorcycle,” Kayihira said.

“On spotting the vehicle, they first shot in the air to scare off possible rescuers and then shot the hind tyre, before spraying bullets on the vehicle,” he said.

The IGP said he wouldn’t deny that the police had taken a massive blow by losing AIGP Kaweesi who has been at the center of numerous successful police operations.

He also said although they were still unable to pinpoint the motive of the killers, the shooting resembled that of the previous murders of Muslim clerics and the former Senior State Prosecutor Joan Kagezi.

On this, Kayihura noted that although police haven’t apprehended all the people behind these shootings, they have made significant progress.

“For example we know the killer of Joan Kagezi; we are tracking him and we will soon out him in custody,” he said.

Kulayigye Roots for War On Guns, Death Penalty

Former Uganda People’s Defense Forces Chief Political Commissar, Col. Felix Kulayigye has called upon government to step up the hunt for and recovery of the numerous fire arms now illegally in civilian hands.

Col. Kulayigye was Friday commenting on the gruesome murder of the former Police Spokesperson, AIGP Felix Kaweesi who was murdered by unknown assailants this morning as he was leaving his home for work.

Kulayigye said the country had lost a brilliant, intelligent, committed, active and humble police officer at the hands of irresponsible gun holders.

“We should step up the search for the guns from the illegal hands; the guns owned by army officers and police are all recorded ; it would be easier to trace the culprits,” Kulayigye said.

Kulayigye also noted that given the rampant murders across the the country, the idea of abolishing the death penalty should be revisited.

“We have death penalty on the UPDF Act and it has helped us to maintain discipline; similarly I think if someone has been involved in murdering another, once convicted by Courts of law, we should have the fellow off this earth.”

“We must restore the respect of human life; we can’t afford to lose our country to criminals; I think we should restore the death penalty.”

Although the death penalty has not been formally abolished, the former UPDF spokesperson noted that since 1998, it hasn’t been implemented and that the criminals are growing more emboldened.

Kulayigye also called also suggested the ban of bodaboda motorcycles from the capital city.

 “The bodabodas have been cited in most of these murders, something has to be done. I have traveled to Addis Ababa, Munich, Washington and the bodabodas were abolished from the city centers, this is what we should emulate.”

Kaweesi Murder: UCC Warns Against Broadcast of Gruesome Images

The Executive Director of the Uganda Communications Commission (UCC) has warned television stations across the country against broadcast of graphic images from the crime scene where Police Spokesperson Andrew Felix Kaweesi was murdered.

Kaweesi was Friday morning shot dead together with two of his bodyguards as he left his home in Kulambiro.

He was being chauffeured in a black land cruiser where his body was discovered in the morning. The murderers are still at large.

Graphic images of the blood bath and the dead bodies of the three police officers have since made rounds on social media and some TV stations have also picked them up, an act that the regulator, UCC says is not right.

“The commission has received complaints about repeated broadcast on various televisions of gruesome images of the crime scene including the bodies of the late AIGP Kaweesi and his colleagues that are causing distress to some members of the public,” reads part of a statement released by UCC boss, Mutabazi.

Mutabazi further stated that whereas it’s a duty of broadcasters to inform the public about news and current affairs, “it’s your obligation to ensure that such broadcasts are neither sensational nor unnecessarily alarmist.”

He asked that the broadcasters put into consideration the feelings of the bereaved, the psychological impact of such images to some members of the public and pay respect to the dead.

He further warned that re-use of any material in news and current affairs context in news or current affairs context does not create unfairness or distress to the public.

“The commission hereby directs all broadcasters to refrain from the repeated broadcasting of gruesome images, including those from this morning’s unfortunate incident,” wrote Mutabazi.

 Kaweesi’s Death is a Huge Blow to police – Kayihura

The Inspector General of Police Gen. Kale Kayihura has said the killing of Andrew Felix Kaweesi, the force’s spokesperson and director in charge of human resource development is a huge blow to security agencies.

Kaweesi was shot dead by unknown assailants together with his body guard and driver as he left home in Kulambiro on Friday morning.

Speaking at the scène of crime, the police boss said that the death was a great loss to the police force and other agencies.

“They always warned us they would hit at the strongest point. Indeed killing him was touching our hearts,” Gen. Kayihura said.

The police boss described the deceased as a reliable and disciplined officer who was loved by everyone in the force due to his professionalism while at work.

“He was full of promise and I always relied on him. Everyone respected Kaweesi.”

Asked whether the death of such a senior police officer and many other people killed recently in a similar fashion indicated a weakness of the country’s security forces, Kayihura was quick to rubbish it saying they are at the top of thugs.

“These violent crimes and terrorism will be got anywhere in the world. It is not a sign of victory for the thugs but just remnants,” he added.

He urged the public to be patient with the security organs as they carry out investigations into the murder.

The Inspector General of Police said they are still trying to speak to some eyewitnesses and gather more clues to crack the murder.

Speaking about the murder, the army spokesperson Brig. Charles Karemire said it was saddening that a colleague with whom they were supposed to be at a certain function in Mukono had been shot dead.

“We were scheduled to talk about opportunities in serving within the security forces as part of service to our country. I was ahead of him and got the sad news,” Brig. Karemire said.

“We have lost such a professional senior officer who has made a mark on Uganda.”

The UPDF spokesperson however noted that the duty to keep the country safe is a responsibility of every person and not only security forces.

“We should double our efforts to ensure such things don’t occur again, ”he urged.


S. Sudan’s Refugee Crisis Now World’s Fastest Growing, Uganda in Critical Need of Help

Eight months after fresh violence erupted in South Sudan, a famine produced by the vicious combination of fighting and drought is now driving the world’s fastest growing refugee crisis.

Total displacement from South Sudan into the surrounding region is now 1.6 million people. The rate of new displacement is alarming, representing an impossible burden on a region that is significantly poorer and which is fast running short of resources to cope.

No neighbouring country is immune. Refugees are fleeing into Sudan, Ethiopia, Kenya, Democratic Republic of the Congo, and Central African Republic. Almost half have crossed into Uganda, where in the country’s north, the situation is now critical. Until recently we were seeing new arrivals there at a rate of around 2,000 people daily. The influx peaked in February at more than 6,000 in a single day. In March, the peak in a single day has been more than 5,000 with the current daily average of over 2,800 arrivals.

A result of the rapid influx is that transit facilities in northern Uganda set up to deal with the newly arriving refugees from South Sudan are becoming overwhelmed. Recent rains in the area have not helped matters, and are adding to the misery.

Today’s situation in Uganda is proving to be the first and major test of commitments made at last September’s Summit for Refugees and Migrants in New York, including a key commitment to apply a game-changing approach to refugee situations worldwide – known as the Comprehensive Refugee Response Framework (CRRF).

Uganda is a frontline state for this new approach. Along with 5 other countries it has agreed to champion the CRRF by taking actions to integrate humanitarian efforts with developmental ones. These include providing land to refugees, including refugees in national development plans, and allowing them to access job markets.

These efforts are at grave risk of failing unless there is urgent and large-scale additional support. At present funding for South Sudanese refugees in the region is at just 8 per cent out of the required US$781.8 million. UNHCR’s own funding appeal for Uganda is short by more than a quarter of a billion dollars (US$267 million).

Museveni Warns Against Impending Investors

President Yoweri Museveni has sounded a strong warning against what he termed useless politicking which he said makes it impossible for some investors to bring their operations to Uganda.

“Please resist these people who fight investment because they only hurt chances of self improvement,” he said.

The President was this afternoon officiating at the opening of Riham Foods and Beverages factory in Kawempe Division in Kampala. The factory operates under the Harris International Group.

Citing the four pillars of Uganda’s economy – Agriculture, the Services Sector, Information Communication Technology (ICT) and Industries – the President commended the important role that factories like Riham Foods and Beverages, play in the development of Uganda.

“The US$55 million being paid in tax by this company majorly housed on a mere 6 acres is one eighth of the total revenue from coffee across the country,” he observed.

The President pledged that government will find suitable land for the fresh juice extraction plant for the investor and encouraged more small and medium enterprises (SMEs) to take advantage of the reduced industrial power tariffs as well as the physical infrastructure development.

The Minister of Trade, Industry and Co-operatives, Hon. Amelia Kyambadde commended the proprietors of Riham Foods and Beverages Ltd for engaging Ugandans in the company’s distribution chain adding that “this is a key requirement for any foreign investor in Uganda.”

Quoting the company’s tax remittances as being at Shs.75 billion annually, the Chairman of the company, Hajj Yasser Ahmed, thanked the NRM Government for a conducive investment environment in Uganda. He pledged continued support to the government efforts to improve collections in taxes. He also disclosed that the company’s resolve to effect its 2020 expansion plan to put up a fresh juice processing plant with an output capacity of 120 tonnes per day.

The factory, which produces carbonated drinks, water and biscuits, started its operations in 2005. Currently, it employs over 2,000 Ugandans in its operations across the country.

FULL STATEMENT: We Have Fought Thugs Without CCTV – Kayihura

It is with deep sorrow that I announce the tragic death of Assistant Inspector General of Police (AIGP) Andrew Felix Kaweesi, the Director Human Resource Development/ Police Spokesperson, which occurred this morning a few minutes after 0900hrs, at Tuba Village Nakawa Division in Kampala District.

The senior police officer was shot and killed a short distance away from his home, together with his bodyguard No. 47133 Cpl Erau Kenneth and driver number 60587 C/Drv Mambewa Godfrey, by yet to be identified gunmen on a bodaboda motorcycle. We have not yet established whether they were two or three gunmen.

Assailants on a bodaboda trailed him for some distance from his home, and while in motion, first fired shots in the air, and then shot at his police vehicle reg. no UP 4778, through the hind windscreen, and at the tyres, deflating them. They then showered the vehicle with bullets through the sides and into the vehicle, killing the three occupants. The thugs then fled in the direction of Kisaasi Trading Center on their motorcycle.

The Late AIGP Andrew Felix Kaweesi was a very able, patriotic, profession and reliable officer, who has left his mark on the force, leaving a vacuum that will be hard to fill. Let me on behalf of the entire police force, as well as my own behalf and that of my family, extend our heartfelt condolences to the family of our comrades.

Let me also on behalf of the Uganda Police express appreciation to HE the President who immediately, on learning of the murder of AIGP Felix Kaweesi, sent a message of condolence, condemnation of the killing, and reassurance to the country and the world that in spite of this tragic incident, the country’s security is robust and will be further enhanced.

In particular, the decision to procure and install CCTV Cameras in the city, all major towns and along the highways will greatly assist us to fight these thugs.

We should point out however, that while we appreciate this development, the police have not been deterred by the absence of CCTV cameras and other modern security technologies to fight and succeed in the fight against this violent thuggery in our country. Using traditional methods of criminal investigations, we have dealt serious blows on these cowardly thugs. Indeed most of the killers and their backers in the murders of a number of Sheiks especially between 2014 and 2015 (including the recent killing in a similar manner of the late Sheik Major Kiggundu) are all behind the bars and before courts of law facing justice.

They include the murders and sponsors of the late Sheik Bahiga in December 2014 at Bwebaja along Entebbe Rd; the late Sheikh Doctoor Muwaya in December 2014 at Mayuge District; the late Sheik Kirya which occurred in 2015 in Bweyogerere trading center; two police officers shot in 2015 while guarding the home of Lady Justice Mwondha; the late Tito Okware, the Chairman LCIII Namayingo District, the Late Sheick Kiguundi in Masanafu where our suspects were arrested and charged in court. Even in the pending case of the late Joan Kagezi, we have established very good clues towards the identity of the thugs that gunned her down.

If we could succeed with little support from technology, there is no doubt that with CCTV Cameras, violent thuggery such as that which has today claimed our comrades will be wiped out.

The public should therefore be reassured that in spite of this tragic loss, the days of thuggery in Uganda are numbered. As we remember AIGP Kaweesi and the comrades who died with him, let  us rededicate ourselves to work together to make our country more secure through vigilance in our neighborhoods (Neighborhood Watch) and vigilance within the Police Force.

May the souls of the fallen comrades rest in eternal peace.

Burial arrangements will be communicated later.

We have meanwhile opened a condolence book at the police headquarters for members of the public and all staff to append their condolence messages.

KCCA FC Seek to Make History as they Take on Mamelodi Sundowns

Ugandan clubs have had a poor record in continental engagements in history failing to reach the latter stages that have the money bracket.

However, KCCA FC have a chance to make the dream a reality as they take on Africa’s club champions Mamelodi Sundowns this Saturday at Phillip Omondi stadium.

The two sides face off in the return leg of the 2017 Total CAF champions league with Sundowns carrying a 2-1 advantage from the first leg.

The Masandawana got a slim advantage winning 2-1 at the Lucas Moripe stadium in Pretoria, South Africa last week.

KCCA FC manager Mike Mutebi is confident his team has the ability to knock out the defending champions come Saturday.

“Our preparations have been smooth, the team is in a buoyant mood and the players have the self-belief to go and get the result we want,” he said during the pre-match press briefing on Friday.

“We shall give them the respect they deserve as champions but we are highly motivated to go make sure we get a good result,” Mutebi added.

Earlier in the week, Mutebi confessed this is his greatest game as a club manager in his career and he would want to be part of the history making squad.

“It is true, this is my biggest challenge at club level because I’m playing a defending champion but we know what is ahead of us and that even motivates us further,” he noted.

Should KCCA FC get a victory they want, they will become the first club from Uganda to make it into the group stages of the competition since the phase was introduced in 1997.

The Lugogo based side were under a similar situation in 2009 reaching the second round and were just one step away but fell to Sudan’s El Merrickh.

On the other hand, Sundowns head coach Pitso Mosimane is also confident his team will get a result that will see them advance.

“We carry a 2-1 win advantage and that puts them (KCCA FC) under pressure. But that doesn’t mean we came here to protect the result we got. We shall play our normal game and try to win,” said Mosimane.

Influential play marker Khama Billiat is ruled out and didn’t travel with the team. Vilakazi Sibusiso who sustained an injury during the game against Polokwane City on Tuesday travelled with the team and has been training but still doubtful.

Goalkeeper Dennis Onyango is sidelined despite travelling with the team to Kampala.

The winner on aggregate after Saturday’s game will advance to the group stages.

Worry as Partner States Fail to Remit Contributions to EAC

Article 132 L of the treaty for establishment of the East African Community provides that there shall be budget for EAC organs and institutions to be funded by equal contributions by partner states, but to date only 18.644.645 USD which is 44.5% of the contribution has been remitted to the EAC accounts

Previously the council of ministers resolved that all partner states should be fully paid by the 30th of DEC every year so that the community meets her obligations and operates smoothly.

Speaking on the issue Hon. Nancy Abisai who passed the motion to the assembly, said Non remittance of the funds by partner states has completely distracted the activities of the community, led to nonpayment of service providers, as well as nonpayment of entitled allowances.

Hon. Abisai added that the mounting accumulation of arrears has seriously affected activities that depend on the funds of the community, and others that are catered for such as the lake Victoria basin commission, the Kiswahili commission and east African court of justice.

She strongly warned the 5th assembly of the EALA that the community might collapse if the arrear figures continue mounting.

The total contribution of all partner states paid is 41,890,538USD representing 44.5% leaving more than 24million dollars unpaid hence affecting the EAC integration process.

Uganda so far tops member states that have contributed to the community with a 91.53%, followed by Kenya with 52.4%,Rwanda with 48%, and Tanzania 30.4% whereas Burundi has not yet contributed to this financial year’s budget with 0%.

CNOOC Acquires Shs. 1.6Trillion Shares From Total

Chinese Oil Company CNOOC Uganda Limited is acquiring half of the interests in exploration, recently bought by Total E&P Uganda from Tullow Oil.

On 9 January 2017, Tullow announced that it had agreed to farm-down 21.57% of its 33.33% interests in Exploration Areas 1, 1A, 2 and 3A in Uganda to Total for a total consideration of $900 million (about Shs. 3.2 trillion).

Yesterday however, Tullow announced that it had been notified by CNOOC that it had exercised its preemption rights under the joint operating agreements between Tullow, Total and CNOOC to acquire 50% of the interests (worth about 1.6Trillion) being transferred to Total.

Preemptive rights imply in this case that CNOOC as a player, enjoys the privilege of deciding to purchase additional exploration interests before they are made available for purchase by Tullow.

Tullow announced today that CNOOC had agreed to complete the farm-down on the terms and conditions that were agreed between Tullow and Total (including as to the amount, structure and timing of the consideration payable to Tullow).

“Tullow will now work with Total and CNOOC to conclude definitive sale documentation in relation to the farm-down,” read part of a document released by Tullow yesterday.

Completion of the farm-down, they said, would be subject to certain conditions, including the approval of the Government of Uganda.

Museveni Rallies Citizens to Confront Armed Thugs

In the wake of the cold blooded murder of Police spokesperson Andrew Felix Kaweesi together with his bodyguard and driver, President Yoweri Museveni has come out to strongly condemn the act and propose a number of interventions going forward.

Museveni yesterday expressed anger over the growing number of well coordinated murders carried out on bodaboda motorcycles.

The president as a result, ordered for the immediate installation of cameras in all major towns and along highways.

He said he gave a directive to the Ministry of Finance to work with Police to immediately close what he called the remaining gap in the already robust security framework.

In the meantime however, Museveni urged security officers and the rest of Ugandans to remain vigilant and to take appropriate action when necessary, including confronting the criminals when they spot them.

Through his twitter account, the president advised; “Security personnel and all citizens should be on the lookout for these thugs who have made it a habit to use motorcycles to kill people.”

“If you notice such characters and especially if they are trailing a person with armed guards, you should take prompt action and challenge them.”

The President proceeded to reassure the country that security of person and property of all citizens will be guarded at all costs and promised that all the culprits would be brought to book.


Police Releases Kaweesi Burial Arrangement

The Uganda Police Force has released a temporary programme for the sending off of the fallen Assistant Inspector General, Andrew Felix Kaweesi.

The Police Administrative Committee (PAC) which is the highest decision making organ of force is expected to sit on Saturday afternoon to concretize the provisional arrangement that was developed last night.

According to the arrangement, the body of Kaweesi which is still at the city mortuary since it was recovered from the scene yesterday, is on Sunday afternoon going to be taken to St. Andrew Kaggwa church in Kigoowa for prayers at 3pm. Kulambiro where Kaweesi’s home is located, is under Kigoowa parish.

On Sunday night, the body shall be taken to the decease’s home and on Monday morning at 10am another prayer is expected at Lubaga Cathedral.

The body shall proceed to his upcountry home in Lwengo district on that very Monday afternoon and on Tuesday burial at 2pm.

Kaweesi was shot dead on Friday morning by unknown assailants who sprayed dozens of bullets on his car and instantly killing him and the bodyguard Cpl. Erau Kenneth and driver Geoffrey Wamwewo.

The assailants using motor cycles disappeared after the incident that happened near his home, without a trace.

He is the 14th person killed in similar fashion.

Parliament Eulogizes MP Amodoi

Parliament has Friday paid tribute to one of their own, Cyrus Amodoi Imalingat the former Member of Parliament of Toroma County, Katakwi District who died in an accident at Kitigoma along Kampala-Jinja highway on Tuesday 14.

A motion to pay tribute was moved by Prime Minister, Dr Ruhakana Rugunda and seconded by the Leader of Opposition who was represented by the Deputy Opposition Whip, Roland Mugume.

The Prime Minister noted the country had lost a gallant son who diligently served his country as an educationist and military professional whose aspiration was to see a harmonious, peaceful and better society that is empowered in all spheres of life.

“Hon. Amodoi has been a diligent legislator who has served Uganda with dedication and patriotism; he has served on various parliament committees including, Defense and Internal Affairs, Human Rights, Government Assurance, Tourism, Trade and Industry,” Rugunda said.

Amodoi was born on June 1, 1979 to Alfred Imalingat and Isinge Imalingat in Kanapa Village, Toroma County, Katakwi District.

He attended Magoro Primary school, Gadhafi Primary school and Nakalama Primary school from where he joined Kings Secondary School in Iganga for his O’level and later to Iganga Progressive Academy for Advanced level.

The late later joined Makerere University where he graduated with a Bachelor of Arts Degree in Education.

“Hon. Amodo first served as a teacher and later joined the Uganda Peoples Defense Forces in 2005, because of his dedicated and outstanding performance in service, he was commissioned as a 2nd Lieutenant in September 2006 and promoted to the rank of Lieutenant in October 2008,” Rugunda noted.

Acting LOP Roland Mugume expressed dismay over the poor road designs and state of highways which have claimed lives of countless Ugandans in accidents.

Mugume lamented that the very poor roads that the late Amodoi talked about are the same that took his life.

MP Aja Baryayanga said that the late Amodoi always advised Members of Parliament to work for their constituencies and had dedicated his life to serving his voters.

It is reported that at the time of his death, Amodoi had given away his car to the district to organize for the Women’s Day celebrations which were to be conducted on Wednesday.

Fear as Cracks Emerge in Ibanda Mountain

Residents in Njembe Village, Rukiri sub-county in Ibanda district are panicking after huge cracks developed on the mountain they live.

One of the residents Patrick Byaruhanga told Chimpreports that he and fellow residents spotted the cracks weeks ago but none of them has decided to evacuate because they have nowhere else to go.

He added that officials from the district visited the area and advised the locals to leave but no one intends to move, and leave behind their homes, farms and other economic activities.

Byaruhanga says some of the residents believe that government has plans to take away their land when they leave.

There were also unconfirmed claims that black smoke was spotted billowing from the cracks when they had just emerged. Others claimed they saw water coming from the cracks and that it tasted different from normal water.

When reached for a comment, Ibanda District Chairman District Melichiadis Kazengye confirmed that they requested the residents to move from the area but they were adamant.

Witnesses Recount Shower of Bullets

Kampala Central Division chairman Charles Musoke Sserunjogi, a resident of Kulambiro has spoken out on incidents during the murder of police spokesperson Andrew Felix Kaweesi on Friday.

Kaweesi was shot dead by unknown assailants before vanishing on motorcycles according to witnesses.

Speaking about the incident, Sserunjogi said he first thought police was chasing thieves only to be told later it was Kaweesi.

“It was a shower of bullets. In estimation, the bullets were more than one hundred in number,’’ Sserunjogi said.

“We never minded but thirty minutes later, I was told that our beloved police officer Kaweesi had been shot dead. On reaching the scene, I saw his body lying lifeless inside the car’’

According to a statement issued by the Inspector General of Police, Gen. Kale Kayihura, the assailants trailed Kaweesi’s vehicle for some distance before spraying it with bullets.

“They first fired shots in the air and then shot at his vehicle through the hind windscreen and tyres deflating him,’’ Kayihura said.

Another eyewitness said he heard the gunshots from about 500meters.

“I was in my garden and could clearly hear the bullets. I also heard dogs from the neighbors barking so loud, which meant that something wrong was going down,’’ said George Mukasa.

Sserunjogi described the deceased as a down to earth person who mingled freely with the locals.

“Whenever he was around, we felt safe. It is unfortunate we have lost such a senior citizen.’’

Kaweesi was killed together with is chief bodyguard Kenneth Erau and the driver Godfrey Mambewo.

The IGP said that despite being a huge blow to the force, they will not let down their guard but continue hunting for the thugs.

IGAD Council of Ministers Appeal for International Support to Combat Famine

The IGAD Council of Ministers have appealed to the International community for support in tackling the already severe famine affecting about 10 million people in the region.

On Friday the Council held a consultative meeting on urgent issues affecting the region at the African Union Headquarters in Addis Ababa chaired by the Ethiopian Exterior Minister, Dr. Workneh Gebeyehu.

Famine became the most pressing matter at the assembly that was attended by all Foreign Affairs ministers including Mohamoud Ali Youssouf of Djibouti, Abdisalam Hadji Omar of Somalia, Prof. Ibrahim, Ghandour of Sudan and Sam Kutesa of Uganda. Kenya was represented by Dr. Amb. Monica Juma, Principal Secretary of Ministry of Foreign Affairs.

“We express serious concerns about drought emergencies and cases of famine and also acknowledged the likelihood of further deterioration of the situation due to low rainfall forecasts for the coming months that will lead to further collapse of agricultural production,” part of the statement released on Saturday evening said.

“In this regard, the Council calls for enhanced support by the international community to complement efforts at national and regional level.”

South Sudan is the most affected country in the region with 4.9 million people going to bed hungry according to the World Food Programme figures. The situation in the young nation is worsened by the bloody internal conflict that has entered the fourth year.

In Somalia 3 million people are food insecure. Early this month the Horn of African nation’s Prime Minister, Hassan Ali Haire made an astonishing statement that 110 people are dying in South-Western Bay every 48 hours.

President Mohamed Abdullahi declared drought a national disaster early this year.

In Kenya 3 million people from mainly the semi-arid south-east regions as well as parts of central and western are facing sever famine.

In Uganda 1.5 million people in the North-East and cattle corridor are also affected by famine.
