Police head of human rights and legal services, James Kusemererwa has appealed to officers on uniform to avoid excessiveness while keeping law and order.
Speaking in Gulu town during day two of capacity building workshop on human rights based approach to implement laws for the area stakeholders on Wednesday, ACP Kusemererwa noted that some police officers are overwhelmed during operation to control riotous situations, and end up acting angrily.
“Let’s not be annoyed while doing our work. And be aware there are some people who are cunning that they run to police to report matters first and yet they could be the culprit, so we should investigate before acting,” said ACP Kusemererwa.
“There is deliberate efforts for all police officers to be trained on the Public Order Management Act 2013 and the Prevention and Prohibition of Torture Act 2012.”
James Gibaba, the Aswa River Regional Police Legal and Human Rights Officer confirmed that they have already started training their officers in Gulu on the Public Order management Act and the Anti Torture Act
Ogwang Nickolas the Uganda Human Rights Commission regional officer said when new acts are passed by parliament it is good that government doesn’t wait but immediately trains its police officers so that their action is within the law.
The two days training that brought police officers, prison officers, civil society and human rights defenders were supported by the Human Rights Centre Uganda, a nongovernmental organization.
The project dubbed “promote awareness and understanding of human Rights” is funded by Austria Development Cooporation targeting the District of Gulu, Kampala, Wakiso and Mukono.
