Kampala Lord Mayor has warned the Minister for Kampala Hon Betty Kamya not to proceed with her plans of taking Authority Councillors to the National Leadership Institute in Kyankwanzi.
The Lord Mayor termed this as unlawful, saying the minister has no authority over Political leaders of KCCA.
Lukwago while addressing a press briefing at City Hall this morning, pulled out a letter from Minister Kamya to the Executive Director KCCA dated 31st October 2017, requesting the Director to make arrangements to ensure that the councillors take part in a training slated for 12th November to 19th November 2017 in Kyankwanzi.
In this letter, Kamya says the event will be a leadership training involving both Authority councillors and urban councillors from elsewhere. She said the training is fully sponsored and that at the end of it they will be given allowances.
However Lukwago believes the major aim of this meeting is to engage the councillors in passing a resolution on behalf of the Authority that supports the age limit amendment bill.
He said he managed to establish that the Kyankwanzi meeting will be addressed by President Yoweri Museveni.
“Me and most of the Authority councillors, our positions are clear regarding the (Raphael) Magyezi bill. Nobody should come up with lies that we as the Authority are taking a join position on it,” he said.
Lukwago vowed to summon a meeting next week for members to come up with a clear position regarding the meeting in Kyankwazi.
“I call upon all councillors to stand their ground on the age limit issue but not to get excited by the promises of Hon Betty Kamya,” he said, accusing the minister of receiving Shs. 7 billion shillings to spend on activities aimed at promoting the age limit bill.
“If the minister had written to me asking me to prepare the councillors for the same training in Kyankwanzi, I would have rejected it there and then because its illegal” remarked Lukwago
